2024 Macao International Regatta

NOTICE OF RACE

 


1. Rules

  1.  The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

  2.  The following rules shall also apply:

     -The IRC Rules 2023, Parts A, B & C (IRC-C), except that IRC Rule 22.4 shall not apply.

     -The Class Rules for boats entered in a One Design Class.

  3.  No national prescriptions will apply.

  4.  Notation:

     The notation [NP] in a rule in the NOR means that shall not be grounded for protest by a boat. This changes RRS 60.1(a).

  5.  If there is a conflict between languages the English text will take precedence.

  6.  If there is a conflict between NOR and SIs, the SIs will take precedence. This changes RRS 63.7.

 

2. Sailing Instructions

The sailing instructions will be available prior to the regatta.

 

3. Communication

  1.  [NP] Event official information will be published on official website www.macaoregatta.com, or via wechat group.

  2.  [DP][NP] All boats shall carry a VHF radio. On the water, the race committee will make courtesy broadcast to competitors on VHF radio. The channel will be stated in the SIs.

 

4. Advertising

  1.  Competitors’ advertising displayed on boats and/or on crew-wear during the event shall be entirely in accordance with World Sailing Regulation 20. Skippers shall submit a copy of advertising design to the race committee 30 days prior to the first race in which they intend to display for examine and approval.

  2.  [DP][NP] Boats shall be required to display advertising chosen and supplied by the organizing authority.

 

5. Eligibility and Entry

  1.  The regatta is open to entries from local and international sailors (crews), the eligibility to entry shall be confirmed by race committee

  2.  Divisions:

     - Macao Cup International Regatta Division: Beneteau First 40.7 One-Design.

     - Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta Division: The division is open to monohull keel boats with overall length (LOA) above 26 feet and draft below 2.6 meters, with a current valid IRC certificate.

     - Catamaran Division: Hobie 16 One Design.

  3.  Boats intend to enter shall submit Entry Form, Crew List, regatta experience of skipper and minimum 3 crews, skipper’s valid license, boat license and insurance, and pay entry fees before entry deadline. Race committee will check all documents before confirming entry eligibility.

  4.  [DP] Crew Limitation

     - IRC Rule 22.4 shall not apply. There will be no limitations on crew number or weight except the onboard crew number shall comply with the number of boat registration license.

     - All competitors in One-design divisions must be registered and substitution of competitors will not be allowed without prior written approval of the race committee. Application for substitution of competitors shall be submitted before 1900hrs the day before racing.

  5.  The regatta entry deadline is Oct.31th, 2023(Tuesday).

  6.  Boats still intend to enter after entry deadline, with the confirmation from the organizing authority, shall submit entry documents before Nov.17th, 2023(Friday).

  7. [NP] Race committee may adjust entry deadline based on entry numbers.

  8.  Fees:

    • Macao Cup International Regatta & Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta Divisions:

      Entry fee: HKD 12,000 / RMB 11,000 / USD 1,530

    • Catamaran Division

      Entry fee: HKD 2,000 / RMB 1,800 / USD 260

    • Entry fee is not refundable if a boat complete entry procedure and is confirmed entry eligibility.

    Damage Deposit can be paid at the sailing venue before 10th January 2024. Any damage to the boat will be the responsibility of the team using the boat unless otherwise determined by the decision of a jury in a protest hearing. In the event of damage to the boat the Organizing Authority will evaluate the damage and determine the cost to repair or replace damaged goods. The competitor’s damage deposit will be debited to cover the damage to the boat.  If damage is more than the damage deposit it will be the responsibility of the team that caused the damage to pay any additional charges over the damage deposit and their damage deposit will be debited to pay for the damage.

    Registered Crew Passes will be assigned to each Skipper and Crew at registration, which are for the use of the registered Skipper or Crew ONLY. Replacement passes must be purchased from the Race Office.

 

6. Accommodation

  1.  Free accommodation will be provided to teams from 10th to 14th January 2024 (a total of 5 nights):

    • Macao Cup & Greater Bay Area Cup Divisions – maximum 6 twin-rooms per team, counted by registered competitors.

    • Catamaran Division – one twin room per team.

  2.  Free room numbers in accordance with 6.1 will be based on actual registered crew list.

 

7. Schedule

  1.  The scheduled program for 2024 Macao International Regatta is as follows, with 8 races (Macao Cup & Greater Bay Area Cup Divisions) and 16 races (Catamaran Division) planned to be sailed over 4 days.

  2.  Detailed race plan and sailing courses of each division will be stated in Sailing Instructions.

  3.  On last race day, no warning signal after 1430hrs.

 

8. Measurement

  1.  Each boat in the Greater Bay Area Cup division shall provide a valid IRC certificate.

  2.  Each boat in the Hobie 16 Class shall comply with the IHCA class rules. Teams are allowed to take their own sails, which must be measured before the first race.

  3.  Boats may be inspected at any time during the regatta for breach of rules.

 

9. Venues

  1.  The race area for Macao Cup and Greater Bay Area Cup Divisions will be at the waters of Heisha (See Appendix 1).

  2.  The race area for Catamaran Division will be at the water of outside of Macao Science Center. (See Appendix 1).

 

10.  The Courses

The courses to be sailed will be selected from a list of appropriate courses to be detailed in the Sailing Instructions and will be decided depending on prevailing weather conditions.

 

11. Penalty System

  1.  For divisions, RRS 44.1 has changed such that the Two-Turns Penalty is replaced by the One-Turn Penalty.

  2.  Decisions of the international jury will be final as provided in RRS 70.5.

 

12. Scoring

  1.  The Low Points system of RRS Appendix A shall apply to all races. One race is required to be completed to constitute a series warranting overall prizes.

  2. Discards

    When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

    For catamaran division, when 12 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst 2 scores.

 

13. Berthing

Keel Boats shall be kept in their assigned places while they are in the Fisherman’s Wharf Marina. [DP][NP]

 

14. Haul-out Restrictions

Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. [DP]

 

15. Diving Equipment and Plastic Pools

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. [DP]

 

16. Prizes

  1.  2024 Macao International Regatta prizes will be awarded to the boats in the first three positions in the overall series scores for each division.

  2.  Day prizes will be presented to the top three placed boats in each division of the day at the Daily Prize Giving, with the major and overall prizes being presented at Overall Prize giving on 14th January 2024.

  3.  Other prizes may be awarded at the discretion of the race committee.

 

17. Risk Statement

  1.  Competitors participate in the regatta entirely at their own risk. See RRS 3, Decision to Race. By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury.

  2.  Sports Bureau of Macao SAR Government, Ursa Major Sailing Event Management (Macau) Co., LTD. and related regatta organizing parties will not accept any liability for vessel and material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. The team or boat owner shall take the full responsibility.

 

18. Insurance

  1.  Each participating boat shall be insured valid insurance with third party liability with a minimum cover of MOP/HKD 5,000,000 (Five Million) effective for designated racing venue and dates during the event.

  2.  Each crew and passenger onboard shall be insured with valid personal accident insurance with a minimum cover of MOP/HKD 500,000 (Fifty Thousand) effective for designated racing venue and dates during the event.

  3.  Each participating team shall submit the original or photocopy of the valid insurance of the participating boats and crews to the organizing committee for review and approval before they can participate.
