2020 Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta

January 9th to 12th 2020 • Macao 


The notation ‘[DP]’ in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. This changes RRS64.1.


  1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

  2. The following rules shall also apply:

    -The IRC Rules 2019, Parts A, B & C (IRC-C), except that IRC Rule 22.4 shall not apply.

    The Class Rules for boats entered in a One Design Class

  3. No national prescriptions will apply.

  4. If there is a conflict between languages the English text will take precedence. 


  1. Competitors’ advertising displayed on boats and/or on crew-wear during the event shall be entirely in accordance with World Sailing Regulation 20. Skippers shall submit a copy of advertising design to the race committee 20 days prior to the first race in which they intend to display for examine and approval.

  2. Boats shall be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. [DP] 


  1. Entry to the Regatta is by invitation of the Organising Authority only.

  2. Divisions:

    - IRC: The regatta is open to monohull keel boats with overall length (LOA) from 26 feet to 58 feet, with a current valid IRC certificate

    - Hobie 16 One Design

    - Beneteau 40.7 One Design. Entries in this division will race on boats provided by the Organising Authority

  3. All competitors shall be at least 18 years of age. However, each racing team may have one youth competitor (age 12 - 17) who shall submit his/her Certificate of Competency issued by the local authority or qualified training institution , together with letter of agreement by his/her legal guardian, boat owner and skipper, and shall enter after the approval by the race committee.

  4. Fees

    Entry Fees:

    • IRC Division – HKD15,000

    • Hobie 16 One Design Division – HKD2,000 (Boat charter fee included)

    • Beneteau 40.7 One Design Division – HKD35,000 (Boat charter fee included)

    Entry fees are not refundable.

    Damage Deposit:

    • Hobie 16 One Design Division – HKD4,000

    • Beneteau 40.7 One Design Division – HKD20,000

    Damage Deposit can be paid at the sailing venue before 9th January 2020.

  5. Accommodation

    Free accommodation will be provided to teams from 8th to 13th January 2020 (a total of 5 nights of accommodations):

    • IRC Division – four twin rooms per team

    • Hobie 16 One Design Division – one twin room per team

    • Beneteau 40.7 One Design Division – four twin rooms per team

  6. Registered Crew Passes will be assigned to each Skipper and Crew at registration, which are for the use of the registered Skipper or Crew ONLY. Replacement passes must be purchased from the Race Office.

  7. Entry Deadline: 30th November 2019 (Saturday).

ii.The scheduled program of Hobie 16 will be announced later. 


  1. Each boat in the IRC division shall produce a valid IRC certificate.

  2. Each boat in the Hobie 16 Class shall comply with its class rules

  3. Boats may be inspected at any time during the regatta for breach of rules.


The sailing instructions will be available prior to the regatta.


The regatta will be sailed from Fisherman’s Wharf marina.。


The courses to be sailed will be selected from a list of appropriate courses to be detailed in the Sailing Instructions and will be decided depending on prevailing weather conditions.


  1. For Hobie 16 class, RRS 44.1 has changed such that the Two-Turns Penalty is replaced by the One-Turn Penalty.

  2. Decisions of the international jury will be final as provided in RRS 70.5.


  1. The Low Points system of RRS Appendix A shall apply to all races

  2. Discards

    When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

    When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.


Keel Boats shall be kept in their assigned places while they are in the Fisherman’s Wharf Marina. [DP] 


Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. [DP]


Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. [DP]


Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]


  1. Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta prizes and Macao Cup International Regatta prizes will be awarded to the boats in the first three positions in the overall series scores for each class (and/or any divisions in a class).

  2. Day prizes will be presented to the top three placed boats in each class/division at the Daily Prize Giving, with the major and overall prizes being presented at Overall Prize giving on 12th January 2020.

  3. Other prizes may be awarded at the discretion of the race committee.


Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.


Each participating boat will be insured with valid “Third party liability insurance for pleasure boats for Macau”, provided by the organizing authority, with a minimum cover of RMB/MOP 1,000,000 (One Million) effective for designated racing venue and dates.
