2019 Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta
2019 Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta will be held on January 10th to 13th 2019 in the water of Macao and will consist of four days of racing.
Notice of Race
A Race Committee will be appointed by Organizer to take charge of all race organization.
Sentences in italics within the Notice of Race are guidance notes for information only.
Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta 2019 will be governed by the rules as defined in the Racing Rules of Sailing(RRS).
The following rules shall also apply:
－Rule 62 is changed to add 62.1 (e) Action of governmental or other authority.
- The IRC Rules 2018, Parts A, B & C (IRC-C), except that IRC Rule 22.4 shall not apply.
- The Class Rules of boats entered in a One Design Class
- This Notice of Race; the 2019 Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta Sailing Instructions and amendments.
The precedence of rules will be in reverse order.
References herein to a Rule or Appendix are to the RRS or its Appendices unless otherwise stated.
This Notice of Race may be amended by the Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta 2019 Sailing Instructions.
No national authority prescriptions will apply.
This Notice of Race is published in both Chinese and English, if there is a conflict between languages, the English text will take precedence.
All boats shall carry a VHF transceiver capable of transmitting and receiving on Channels 72 (in addition to Ch16).
Competitors’ advertising displayed on boats and/or on crew-wear during the event shall be entirely in accordance with WORLD SAILING Regulation 20. Skippers shall submit a copy of advertising design to the race committee 20 days prior to the first race in which they intend to display for examine and approval.
Boats shall be required to display event advertising chosen and supplied by Race Committee. Event advertising shall be displayed according to the requirement of race committee, and any removal of Event advertising is forbidden.The race committee may protest a boat who does not comply to this instruction.
Ⅳ、Eligibility and Entry
The Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta 2019 is open to entries from local and international sailors (and crew) who may be representing a country/a city/a club. Applicant conforms to following requirement shall be eligible to enter:
For Macao Cup International Regatta one design class, all racing teams will be invited by Race Committee and racing boats will be provided by Race Committee. Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta will set an IRC handicap class and teams shall bring their own boats to enter.
All competitors shall be on age 18 or above. However, each racing team may have one youth competitor (age 12 - 17) who shall submit his/her Certificate of Competency issued by the local authority or qualified training institution , together with letter of agreement by his/her legal guardian, boat owner and skipper, and shall enter after the approval by the race committee.
Eligible boats may enter the event by supplying the documentation listed below and completing the Entry Form, Crew list, Crew experience form (of the skipper & at least 3 major crew members) and paying the Entry Fee.
Foreign registered boats:
Vessel Document: Certificate of Registry issued by local maritime authority.
Chinese registered boats:
126.96.36.199 China registered boats shall provide Certificate of Registry and Ownership Certificate issued by China Maritime Safety Administration, Sea Worthy Certificate issued by China CCS or MSA.
188.8.131.52 Hong Kong ,China registered boats shall provide Certificate of Ownership and Operating License issued by Hong Kong Marine Department / Skipper’s Certificate of Competency issued by the local authority.
184.108.40.206 Macao ,China registered boats shall provide Registration booklet issued by Marine and Water Bureau of Macao SAR Government / Skipper’s Certificate of Competency issued by the local authority.Race Committee will reply whether entry application is accepted on receiving all documents. Any incomplete or incongruent application within deadline will be considered as invalid.
Skipper’s license shall be taken onboard all time during races. The race committee may selectively check skipper and crew onboard on each racing day. Any boats making unapproved substitutions to the registered entry list may be protested. Substitution of skipper or crew will not be allowed without prior written approval of the race committee. Application for substitution of skipper and crew shall be submitted before 20:00 the day before racing.
The deadline for registration is Monday 10th December 2018. Base on registration condition Race Committee have right to change the deadline. Each boat shall submit the registration documents and pay the entry fee before Monday 10th December 2018.
A valid Macao visa is required for each person. Fleets shall submit crew members’ passport personal information page and valid visa page copy to regatta office before 10th Dec 2018. Race committee reserves the right to refuse any late submission fleet.
Race committee will provide below to each entered team free of charge:
i) Jan 9th to 13th 2019 four twin rooms for each night;
ii) Jan 10th to 13th 2019 eight-person banquet;
The required fees for 2019 Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta is MOP/ HKD 10,000 (Ten Thousand Only) (or equivalent RMB/USD).

Entry fee is not refundable if applicants cancel their entry.
Registered Crew Pass will be assigned to each Skipper and Crew at registration, which is for the use of registered Skipper or Crew ONLY. Entrant shall re- purchase from Race committee if loss of the Pass.
The scheduled program for 2019 Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta is based on the following, with 8 races planned to be sailed over 4 days (The event venues may be changed at the discretion of the Race committee):
Ⅶ、Racing Boats Eligibility
The regatta is open to monohull keel boats with overall length(LOA) from 26 feet to 58 feet.
Entered boats racing shall submit a valid IRC certificate.
Ⅷ、Eligibility for Skippers and Crews
Skipper's Certificate of Competency issued by the local authority;
Chinese skippers must comply with either below:
One person holds both Certificate of Competence issued by Chinese Yachting Association and Yacht Driving License (Code F) issued by China Maritime Safety Administration.
One person holds Certificate of Competence issued by Chinese Yachting Association, with another person holds Yacht Driving License (Code F) issued by China Maritime Safety Administration.
Hong Kong , China skippers: Hong Kong SAR Pleasure Vessel Operator Certificate of Competency issued by Hong Kong Marine Department
Macao , China skippers: Skipper’s Pleasure boat driver licences issued by Marine and Water Bureau of Macao SAR Government.
Race Committee may inspect boats at any time during the regatta.
A boat that is found to be in contravention of the safety regulations or class rules or fails to comply with any reasonable request of Race Committee may be warned, suspended or DSQ from event.
Ⅹ、 Application Notes
All entered boats and skippers shall meet the requirements above.
No limitation on crews number and weight, but shall not exceed the macaoregattaing capacity; fleet over 8 people shall not get the right No.4.7 of this notice.
Crews in one design class shall be registered before racing. Substitution of skipper or crew will not be allowed without prior written approval of the race committee. Application for substitution of skipper and crew shall be submitted before 20:00 the day before racing. Any unapproved substitution will record the match as DNE without hearing.
All skippers and crews shall obey the race committee rules and Macao SAR law, otherwise may meet following penalty:
Accredited VIP, journalists, photographers or cameramen who are not regular crew members and are registered as official guest or media at the regatta may join and/or leave a boat at any time and by any means so long as their doing so does not directly affect another competitor and they play no part in the racing of the boat. This changes rule 47.2.
The sailing instructions will be available prior to the regatta.
The courses to be sailed will be selected from a list of appropriate courses to be detailed in the Sailing Instructions and will be decided depending on prevailing weather conditions.
For all classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
Decisions of the international jury will be final as provided in rule 70.5.
For all classes there will be a maximum of eight races. One race is required to be completed to constitute a series warranting overall prizes.
When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta prizes and Macao Cup International Regatta prizes will be awarded to the boats in the first three positions in the overall series scores for each class (and/or any divisions in a class).
Day prizes will be presented to the top three placed boats in each class/division at the Daily Prize Giving, with the major and overall prizes being presented at Overall Prize giving on 13th January 2019.
Other prizes may be awarded at the discretion of the race committee.
Each participating boat shall be insured with valid third party liability insurance with a minimum cover of RMB/MOP 1,000,000 (One Million) effective for designated racing venue and dates. All boat insurance must cover sailing competition.
Each crew and passenger onboard shall be insured with valid personal accident insurance with a minimum cover of RMB/MOP 500,000 (Five Hundred Thousand) effective for designated racing venue and dates.
Each team shall submit the original and copy of valid boat and crew insurance certificates as well as the insurance payment voucher to the race committee.
Rule 4 of the Racing Rules of Sailing states: "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone." and to Special Regulation 1.02 (first point) which begins "The safety of a yacht and her crew is the sole and inescapable responsibility of the Person-in-charge...”. If boat owner is not onboard, he/she shall sign an authorization paper (provided by Race committee) to skipper who is racing onboard, entrusting him/her the full responsibility of boat & crew safety and all legal issues related to entering Guangdong-Hong Kong-Macao Greater Bay Area Cup Regatta and Macao Cup International Regatta. Meanwhile, boat owner and skipper shall submit a copy of his/her Identity Card with signature to Race committee. If boat owner is a company, a copy of company Business License with stamp shall be submitted. Non registered crew is not allowed to race onboard without the prior written approval from race committee, or it will be on his/her own account. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
(d) Their boat is in good order, equipped to sail in the event and they are fit to participate;
(e) The provision of a race committee, patrol boats and other officials and volunteers by the event organizer does not relieve them of their own responsibilities;
(f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
(g) It is their responsibility to familiarize themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event;
(h) They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew.
All owners and skippers are responsible to avoid contact with another boat
Sports Bureau of Macao SAR Government, Across Four Oceans Sailing Event Management (Macao) Co., Ltd and Macao Fisherman's Wharf will not accept any liability for vessel and material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. The team or boat owner shall take the full responsibility.
Owners and skippers shall complete the formalities of their boat entries by submission of all required information, certificates, forms, etc. within the deadline dates quoted throughout this Notice of Race. It is the sole responsibility of the owners and/or skippers to comply with the deadline dates and failure to do so in respect of any aspect will be treated as a failure to enter the Regatta, in which case, boats will not be eligible to compete unless evidence of genuine extenuating circumstances for the lateness is accepted by the race committee.
Race Committee reserves the right of final explanation.
